CHARLOTTESVILLE – When Virginia signed an 18-member football recruiting class that included just three in-state players, there was ample reason to believe that the Cavaliers had an image problem.

Either UVa wasn’t recruiting in-state players, or the in-state players were turning a deaf ear to the Cavaliers, but the situation was more complex than that.
